Sri Lanka’s not a city, so I’m not sure exactly what you’re referring to.

Sri Lanka has had indoor plumbing in ancient monasteries and cities for over 2,000 years. You can go and look at the ruins, they’re quite ingenious.

In the modern-day, we’re in many ways less advanced. We’re pretty good, but sanitation is civilization and can always improve. Hence I fully support the government’s efforts to build more toilets. Cities like San Francisco also have serious public defecation problems and these are nothing to be laughed at, wherever it’s happening governments should invest.

Furthermore, who cares? Why shoot the messenger here? It doesn’t matter who’s telling you, it’s still not clean to wipe poop off your butt with paper. Just wash it, as you would if you got poop anywhere else.
